Quebec Government has specified
that the Immigration Department is
planning to start implementing new regulations from 2nd August 2018
onwards. The announcement from the Minister came in the form of a tweet and was
retweeted by the Immigration Ministry.
The proposed new regulations, which have been initially outlined in
March includes among other things a new system for Expression of Interest for migrating to
Quebec, which has been led to expectation
of replacement for the existing application process under the Quebec Skilled
Worker Program (QSWP), which works on a first come-first served basis.
New rules for immigration to Quebec
According to the minister’s
twitter account, the proposed new system has been designed with a view to
decreasing the time slot that is required for processing the application for immigration to Quebec
and to help the province optimize immigration as a key driver for economic
and social growth in the province. An
immigration program has been conducted by Quebec government conducted is
distinct from and autonomous of the immigration program that is run by the
IRCC, the federal immigration authority for Canada. The new immigration system is
mainly designed to be more alike in features to the Express Entry system run by
the IRCC.
The minister for Quebec immigration officially announce
a statement in an earlier interview that
his province was aiming to significantly reduce the time consuming for
processing applications from skilled workers and other economic streams to less
than a year. The following are expected to be the steps required for applying
under the new Quebec Skilled worker program.
1) Persons
interested in Quebec immigration should
submit an Expression of Interest stating their intent to settle in the province.
2) The
selected applicants will then receive an ITA for applying for a CSQ or Certificate
de sélection du Québec (Québec Selection Certificate) that is issued by the
Ministry of immigration for Quebec after an initial vetting process.
3) The
applicant will then need to submit an application for obtaining a Québec Selection
Certificate to the ministry of Quebec immigration.
4) Once
the CSQ is granted to the applicant he can then submit the same to the federal
immigration authority.
